I am a voyeur.
I enjoy the occasional peek at a nipple and will often position myself to check out whether or not anything is visible.
There is no overt or covert harrassment involved i.e. I will never follow or physically touch anyone.
Someone deliberately flashing is not nearly as interesting as an unintended eyefull/
